The Environmental Protection Tax Law of the People's Republic of China shall be implemented on January 1, 2018. Environmental protection taxes shall be levied in accordance with the provisions of the Law, and sewage charges shall not be levied.
Taxpayers of environmental protection tax are enterprises and institutions and other producers and operators who directly discharge pollutants to the environment in the territory of the People's Republic of China and other sea areas under the jurisdiction of the People's Republic of China. This regulation indicates that if the taxable pollutants are not directly discharged into the environment, the environmental protection tax will not be paid; the individual residents are not taxpayers and do not pay environmental protection taxes.
In line with the current collection of sewage charges system, the taxation of environmental protection tax is four types of taxable pollutants such as air pollutants, water pollutants, solid waste and noise. The specific taxable pollutants shall be implemented in accordance with the provisions of the Tax Law on Environmental Protection Taxes and Taxes and the Table of Taxable Contaminants and Equivalents.

The 28th meeting of the Standing Committee of the 12th National People's Congress voted on June 27 to approve the decision on the revision of the Water Pollution Prevention and Control Law. The revised law will come into force on January 1, 2018.
The river system is an institutional innovation in the management of rivers and lakes, as well as China's water environment management system and institutional innovation to ensure national water security. The revised law adds to the relevant content of the river system.
The newly revised law stipulates that the state implements a total amount control system for key water pollutant discharges. For areas exceeding the key water pollutant discharge total control indicators or the unfinished water environmental quality improvement targets, the competent department of environmental protection of the people's governments at or above the provincial level shall, in conjunction with the relevant departments, interview the principal responsible persons of the people's government in the area and suspend the approval of new ones.
